First we have to Turn on Touch Keyboard
Right click on taskbar
Click on Show touch keyboard button
Now touch keyboard will be added in taskbar
Now select a file or folder you want add emojis
Right click on that and click on Rename
Now click on Keyboard Icon on the taskbar to open it
Now Click on Emoji icon at the touch keyboard to see all emojis
Now select an emoji to use it in file or folder name
Here you can also change keyboard language after click on ENG

To Turn off recent files click on button Show recently added apps

Also turn off Show recently opened items in Start, Jump Lists, and File Explorer
Now recent files will not show but windows will give you recent files setting option to restore
